The Ontario Clean Energy Benefit (OCEB)

The Ontario Government has taken 10% off your electricity bill to help you with cost of building a clean energy future.

The Ontario Government has announced the Ontario Clean Energy Benefit which will provide customers
with a 10 percent rebate on the total cost of electricity charges related to electricity consumption on
their bills including HST. This benefit will be effective with electricity consumed starting January 1, 2011.
This rebate will be in effect for five years until December 31, 2015.

Frequently Asked Questions:

Who is Eligible?
Residential, seasonal, farm and small business (general service energy‐billed with less than 50 kW
demand) customers will be eligible. Basically, if you qualify for the province’s Regulated Price Plan (RPP)
two‐tiered prices or Time‐of‐Use (TOU) prices you are eligible for the rebate, including customers
enrolled with a retailer and customers on spot as long as they are deemed RPP eligible.

When will I see the Ontario Clean Energy Benefit on my bill?
Eligible customers will see the Ontario Clean Energy Benefit on their bills that contain post January 1,
2011 consumption.

What charges are included in the Ontario Clean Energy Benefit?
The Ontario Clean Energy Benefit provides a 10% rebate on your total electricity bill. It is taken off the
total charge for every month, which includes electricity charges, delivery, regulatory charges, debt
retirement charge, Provincial Benefit/Global Adjustment (if applicable) and the HST, for a five year
period beginning January 1, 2011.

What charges are not included in the benefit?
The Ontario Clean Energy Benefit covers only electricity charges incurred after January 1, 2011. The
benefit may not apply to all charges on your bill under the following circumstances:
- Your bill includes usage during the period prior to January 1, 2011.
- Your bill includes charges such as a security deposit, late payment charges, arrears or other
administrative debits or credits from your utility.
- You are on equal billing – you will receive a benefit equal to 10% of current eligible electricity
charges, like all other consumers. Any associated adjustments to your equal billing payments
would be reflected in your equal billing plan over time.
- Your bill may include non‐eligible charges such as water charges, sewage charges, or other nonelectric
charges.

I have a contract with a retailer. Am I still eligible?
Yes, the Ontario Clean Energy Benefit applies to customer bills from a utility or suite‐metering provider.
Even if you have a contract with an energy retailer, the OCEB applies.

Notice of Study Commencement - New or Upgraded Transformer Station

The Study

Festival Hydro has initiated a Class Environmental Assessment (EA) to evaluate

alternative means to meet the future forecasted electricity needs of the City of Stratford.

Options under review include 1) replacement of one transformer at the existing

transformer station, 2) construction of a new transformer station, and 3) adding

increased capacity to the existing transformer station. In the event that a new

transformer station is preferred, potential sites will be identified and evaluated.

The Process

This study is being carried out in accordance with the requirements of the Class

Environmental Assessment for Minor Transmission Facilities, pursuant to the

Environmental Assessment Act. The Class Environmental Assessment planning process

includes public and review agency consultation, evaluation of alternatives, assessment

of the effects of the proposed works and identification of measures to mitigate any

adverse impacts.
